"Our results suggest that the lack of an educational effect of tax credits for college stems from issues with the timing or targeting of tax credits rather than awareness about them,鈥� write the authors, whose findings, published in August 2017, reflect surveys of more than 1 million college students or prospective students in Texas. 鈥淎s it stands now, tax credits for college operate mostly as a subsidy to middle-income college goers and their families.鈥�
